West Haven council approves appointments, leases, grant applications and commemorative logo

The West Haven City Council took a string of administrative and policy votes at its Dec. 3 meeting, approving appointments, several resolutions, and directing staff on follow-up items.
Appointments and consent: The council approved the consent agenda (minutes and a $110,335.37 payment to Staker Parson's Companies) and confirmed James Jensen to the planning commission for the remainder of a term through Dec. 31, 2027. Jensen was sworn in during the meeting.
Impact fees: The council approved Resolution 53-2025 to consider an adjustment and partial refund of a standard transportation impact fee for EK Bailey Construction related to the Zuppy's development at 3454 West 4000 South after staff said the applicant submitted a traffic study justifying a partial refund for the Zuppy's portion of the assessed fee.
Property lease: The council adopted Resolution 56-2025 to approve a year-to-year lease of city real property at 3100 West and 3300 South (historically farmed by the Pribadell family). City Manager Wernke told the council the lease uses existing local per-acre rates and includes an arrangement for shared annual lease payments between the city and the district; the lease allows continued agricultural use and will accommodate West Haven Days parking.
Procurement action: The council voted to reject all bids for the 2025 slew maintenance project after a procedural defect in bidding was identified; staff will rebid the project in schedules to allow staged awards and correct the procurement deficiency.
Grants and branding: Council members amended and approved Resolution 57-2025 to authorize the city manager to submit applications for RAMP grant funding, removing a playground and small pavilions at Poulter Pond from the application list and adding benches (and salt-shed siding) per the council’s direction. Separately, Resolution 55-2025 formed a West Haven America250 community committee to help coordinate celebrations and access a stipend.
Commemorative logo: Council discussed several logo mock-ups for the America250 observance and approved Resolution 58-2025 adopting a temporary commemorative logo design (staff will maintain a primary version and a simplified alternative for small-format uses).
Executive session: The meeting concluded with a motion to enter an executive session to discuss pending or reasonably imminent litigation and the purchase/lease of real property under Utah Code 52-4-205; the motion was approved.
All motions that required roll-call recorded three ayes (the three members present) and no recorded no-votes. Several items require follow-up, including lease payment details, procurement rebidding, grant application specifics, and next steps for ordinance or administrative changes tied to the water element and parking near the Wingspan apartments.
