Commissioners asked whether H‑lot requests come from property owners, developers or the city; staff said owners must sign the necessary documents but that requests have come both from developers and from the city when it needs to secure a corridor for future roads. Staff gave Liberty Plaza as a recent example where an H lot was used to resolve right‑of‑way needs without replatting.
Commissioners discussed practical implications: H lots do not always appear on web mapping services and can complicate parcel research, so staff suggested standard operating procedures and clearer submittal requirements to reduce project‑by‑project scrambling. The commission did not vote on the procedure; staff said they will return with detailed documents and agreements for formal review in a future meeting.
The H‑lot item drew technical questions about recording and signatures, and commissioners generally supported creating a routine process to manage multiple submittals at once rather than handling them piecemeal.
