West Haven awards $68,204 contract to Morgan Asphalt for 5100 West irrigation diversion relocation

The West Haven City Council voted Jan. 21 to award a $68,204 contract to Morgan Asphalt for the 5100 West Irrigation Diversion Improvement Project.
Public works staff described the work as a pre‑project in advance of future road reconstruction: replacing about 250 feet of damaged irrigation line and relocating an existing diversion box. Staff said the city solicited bids and received 19 responses; Morgan Asphalt was the lowest responsible and responsive bidder.
Councilors noted a clerical error in the printed resolution year (the paper resolution said 2025 and staff agreed to correct it to 2026). The council moved, seconded and approved the resolution to award the contract by roll call.
Staff said the award will allow the irrigation work to proceed ahead of the full reconstruction timeline for 5100 West.
