Council approves multiple rezoning and subdivision plans for housing and industrial parks

The Sioux Falls City Council on Oct. 7 approved a string of rezoning requests and companion preliminary subdivision plans that clear the way for multifamily housing and large heavy-industrial development in several parts of the city.
Planning staff, represented by Jason Bieber, presented each application and said the Planning Commission had recommended support in most cases. Council approved a rezoning and preliminary subdivision plan for a 21.13-acre Empire Companies multifamily development at the southwest corner of West 69th Street and South Beale Avenue (rezoning to RA3 Apartment Residential High Density, ord. #0213612025), with the preliminary plan passed in a separate vote.
Council also approved a set of rezoning and preliminary-plan items tied to the Sioux Falls Development Foundation: a 13.47-acre rezoning to I-2 Heavy Industrial (ord. #0213282025) and its associated Benson's Addition preliminary plan; and a much larger, ~77.28-acre rezoning and preliminary plan (rezoning ord. #0216642025 and Walker's Addition preliminary plan) to facilitate future heavy industrial development. Jason Bieber told the council the annexations and plans include infrastructure work the city will complete as part of the capital improvement program, including a bridge over railroad tracks on Marion Avenue that will finalize road connections.
The council unanimously approved a rezoning for Saint Francis House (210 North Sherman Avenue) to S1 General Institutional (ord. #0213522025) to allow a three-story housing facility; an applicant representative and a public commentator urged council support for the nonprofit.
A small residential rezoning for a duplex at 2011 South Norton Avenue (3 MJ Properties) passed after Councilor Spellerberg recused from that vote; the motion carried 6-0. Another single-family rezoning for roughly 1.13 acres (Allen Development) also passed unanimously.

Council also approved several routine matters including a code update adopting the 2023 National Electrical Code and one-day special-event beverage licenses. No items failed; most passed unanimously.
Council briefly discussed public infrastructure responsibilities for new developments; staff said a notice of claim and resolution tied to an annexation clarify that a developer will be responsible for future on-site utility improvements if ownership changes.
