Summary
The commission recommended city council approve a minor plat splitting a 5.6-acre industrial parcel into 1.914- and 3.769-acre lots, subject to plat corrections and utility coordination with West River Electric Association; the recommendation passed by unanimous roll call.
Michelle Klavach, planner for the City of Box Elder, presented a staff review of a minor plat application for Seager Crossing (Lots 5A and 5B of Block 3) at the planning commission meeting on Oct. 4, 2025. The application proposes splitting an existing 5.6-acre General Light Industrial parcel into a 1.914-acre lot and a 3.769-acre lot. Staff determined the proposal met the applicable minor-plat requirements and was consistent with the intended future land use for the site.
Klavach identified two categories of technical revisions needed on the plat: showing a 20-foot permanent utility easement and revising the notation regarding an 8-foot utility and minor drainage easement on interior lot lines. She also noted that because the subdivision adds a lot, the developer must coordinate electric service requirements and connection with West River Electric Association. "We do recommend a motion to recommend the city council approve this minor plat with the following conditions," Klavach said, listing the required corrections and the electric coordination.
A motion to recommend city council approval, conditioned on correcting the plat documents to meet City of Box Elder requirements and coordinating electric service with West River Electric Association, was made and seconded. The commission voted by roll call and the motion passed unanimously; the commission will forward the recommendation to city council for final action.
What was decided: The planning commission's action was a recommendation to city council, not final approval; city council review is required for final plat approval. The staff report noted no rezoning was required and that infrastructure needs were expected to be met once the required documentation and utility coordination are completed.
Votes: Motion made by Missal; seconded by Broomfield. Roll-call tally: unanimous in favor (all members present voted yes).
