Planning commission backs 15 H‑lot plats to secure Cheyenne Boulevard and Westgate Road right‑of‑way

Michelle Clavadach, the city planner for Box Elder, told the Planning & Zoning Commission the city received 20 H‑lot plat documents and removed five for unresolved issues: one because the parcel lies in Pennington County and four pending landowner confirmation. "So 5 out of 20 were removed, and we are advancing 15 with this motion," she said. The 15 advance requests would create dedicated public rights-of-way to allow future extension of Cheyenne Boulevard east–west and Westgate Road south of Highway 1416.
Clavadach said staff judged the submissions against plat criteria, legal review and the adopted major street plan and future land use map, and concluded the proposals meet applicable requirements. She said the H lots are the mechanism to reserve narrow strips of land now—before development—to avoid complicated replats later. The city attorney reviewed the documents and the design engineer prepared the plats, she added.
Dean Hedrick, identified as a builder adviser to the committee, asked for clarification about one parcel removed because it was outside city limits. "Did I understand, Michelle, that you said that a portion of this is in the county and will require annexation before completion?" he asked. Clavadach confirmed the county parcel was removed from the staff recommendation because annexation would be required before the city could approve an H‑lot on that sheet.
A city engineer on the call said the sewer project alignment (starting at Highway 1416 and running south on Westgate and along Cheyenne) is supported by the plats that remain in the recommendation and that the removed sheets do not affect the sewer work. Commissioners asked whether the removed Northern Lights parcel affected the sewer project; staff said it does not.
Commissioner Rufeld moved to recommend city council approve the 15 H‑lot plats; the motion was seconded and passed on roll call. The item will next be heard at the March 18 Public Works and Planning & Zoning Council Committee and the April 1 City Council meeting for final action.
The recommendation documents included vicinity maps, excerpts of the major street plan and future land‑use map. Staff noted one sheet was removed after Pennington County review because the parcel is not currently in city limits and would need annexation before being considered by the city.
