Fond du Lac City Council approves liquor license agent changes, festival alcohol waiver and boating grant application

The Fond du Lac City Council on Jan. 28 unanimously approved several routine items including two change-of-agent requests for off-premises Class A liquor licenses, a waiver allowing limited alcohol consumption at the Sturgeon Spectacular festival, and authorization to apply for a Wisconsin Department of Natural Resources recreational boating facilities grant.

City clerk Miss Hefter introduced the liquor license items. ‘‘This is a standard agent change for class a off premises license for pick and save,’’ she said, recommending approval after background checks were completed for the proposed agent for Ultra Mart Foods LLC (Pick and Save #472). Councilmember Godfrey moved to approve the change and Councilmember Zimmerman seconded; the presiding officer announced the motion passed unanimously. Miss Hefter described a separate, similar agent change for Kwik Trip Inc. (Kwik Trip #486, proposed agent Sharon Rowett Johnson) as ‘‘another standard agent change for Kwik Trip,’’ which also passed unanimously after a motion and second.

Miss Hefter then introduced Resolution 9209, which would waive the prohibition on possession of alcoholic beverages on specified public ways for the Sturgeon Spectacular festival scheduled Feb. 13–15, 2026. ‘‘This request is for the annual Sturgeon Spectacular event to allow participants to consume alcohol on a portion of Sheboygan Strait on February 13 through the fifteenth,’’ she said, noting restrictions such as a ban on glass containers and carry-ins in the designated area. The council approved Resolution 9209 by unanimous voice vote.

Public Works Director Mister DeVries described Resolution 9220, asking the council to authorize submission of a DNR recreational boating facilities grant application to seal and crack-fill the boat-launch parking lots near Mohawk Avenue and Harborview Drive. ‘‘So this is a resolution just to give us the authority to submit the grant,’’ DeVries said, adding the city has used the DNR grant program before, that there are two award cycles, and that capital improvement funds are available as a fallback if the grant is not awarded. The council approved moving forward with the grant application unanimously.

Routine consent items — including the Jan. 14 council meeting minutes, a list of claims dated Jan. 20, 2026, and denial of two claims — were adopted as part of the consent agenda after a motion by Councilmember Godfrey and a second by Councilmember Zimmerman. The presiding officer noted a short recess to resolve a technical voting issue before the consent vote was announced.

All recorded items were described in the meeting as passing by unanimous voice vote; individual roll-call tallies were not read into the record.

What’s next: The council had no further business and adjourned the meeting after a motion by Councilmember Zimmerman and a second by Miss Leering.
