Sioux Falls City Council approves a slate of land, parking and procedural items; all roll calls unanimous

The Sioux Falls City Council approved a set of ordinances and resolutions Tuesday night, voting unanimously on a series of property, infrastructure and procedural measures. The actions included sale and surplus declarations for remnant right‑of‑way parcels, easement relocations, a parking expansion and a resolution establishing how the council will appoint an at‑large member after a forthcoming vacancy.
The council approved Item 14, the second reading of an ordinance authorizing sale of two city‑owned parcels near 85th Street and I‑29 that had been acquired during interchange construction. Andy Berg of Public Works told the council the parcels were appraised and a nearby property owner, RMB 85 LLC, agreed to pay above appraised value. The motion passed by roll call, 7‑0.
Among other approvals, the council set a public hearing date for vacation of W. 19th Street (Item 22), approved a drainage‑easement relocation and release in the Sanctuary Addition so a lot owner can proceed with building plans (Item 20), and authorized additional angle parking on North Nesmith Avenue in front of Click Rain (Item 19). Staff said the parking work will occur inside the existing right‑of‑way and that the business has agreed to maintain pavement, curb and snow removal.
Councilors also approved an annexation application for roughly 4.38 acres near East 73rd Street and South Cliff Avenue (Item 18) submitted in connection with the University of Sioux Falls, and vacated a section‑line right‑of‑way in Foundation Park so the Foundation Park developer can reconfigure lot sizes (Item 17). All of these motions passed by roll call, 7‑0.
The meeting ended with a final adjournment vote that passed 6‑1.
The council’s approvals move multiple administrative and land‑use decisions forward to their next procedural steps, including the scheduled public hearing for the 19th Street vacation on Dec. 2, 2025. Where required, staff or applicants will complete recorded exhibits and return for recorded actions at the dates noted on the agenda.
