Katy council awards drainage and parking-lot contracts as part of CIP work

The Katy City Council voted on multiple capital-improvement contracts on Oct. 13, including the Village Green West drainage project and municipal parking-lot improvements.
Staff presented a resolution to award the Village Green West drainage improvement project to MV Western Construction (Houston) for a bid of $1,142,703.63 with a total project cost listed as $1,384,083.99 including 10% contingency and engineering. "This is probably the last phase of the post–Hurricane Harvey flood control projects," a councilmember said during discussion, and members expressed relief to move forward on the work.
Council also considered parking-lot improvements (packet lists base bids and project locations). Staff said the parking-lot work is a 120-day contract, with site mobilization expected in December following contractor submittals and a target completion about April. Councilmembers noted these projects were originally discussed in 2020 and were delayed by COVID-19 and other scheduling; one member observed the apparent cost escalation between earlier estimates and current bids.
The council moved and seconded the motions to award the contracts and discussed bidder experience, prior work and the city's procurement review. The motions passed as recorded in the meeting minutes.
Next steps: staff will finalize contracts and begin coordination for mobilization and public notices about construction timing and temporary parking impacts.
