The Holyoke City Finance Committee voted Jan. 29 to accept a Fiscal Year 2026 Shannon Community Safety Initiative grant totaling $415,951.56.
The chair read the order, noting the grant structure includes a 20% match that is covered by partner organizations so the city's match is 0%. The grant served more than 480 at‑risk youth across Holyoke and Chicopee in prior years, the chair said, and the allocation to recipients was reduced citywide by approximately 30% this year.
Councilors asked whether the listed partner organizations would receive direct funding allocations under the grant. Councilor Israel Rivera, who previously worked with the program, confirmed that grant funds are allocated to partners (for example, Boys & Girls Club after‑school programming and MassHire work‑readiness supports) and asked for an itemized budget showing how funds are spread among partners; the committee asked the police sergeant or chief to provide that breakdown in a future communication.
The committee moved and approved the order to accept the grant by voice vote.
