The City of Irving Building and Standards Commission on Jan. 28, 2026 approved staff recommendations that close some enforcement cases, set deadlines for repairs or demolition on several properties and authorized civil penalties where owners have not complied.
Blake Peoples, building programs coordinator, presented multiple cases and asked the commission to adopt staff recommendations. For one longstanding fire-damaged property on Oakland Drive, Julia Cuellar, code enforcement specialist, told the commission that staff found seven outstanding violations and requested civil penalties of $10 per violation per day from Sept. 25, 2025, through Jan. 28, 2026 — "a total of $8,820 for failure to comply with the commission's 04/23/2025 order," she said. The commission voted to adopt staff recommendations and ordered the owner to appear March 25, 2026.
For 1609 Dale Place, staff requested penalties of $5 per violation per day for six remaining violations (36 days, "a total amount of $1,080"). After questions about owner contact and reports that the owner cited health issues, a commissioner moved to amend the staff order to require the owner to secure the property from unauthorized entry; the amendment was seconded and the amended order passed.
On the commercial property at 1215 West Shady Grove, staff reported continuing interior hazards and that the owner had provided a commercial demolition bid scheduled for Feb. 12, 2026. Mustafa Hussain, the owner's representative, told the commission the trash was cleared recently and plywood had been placed to cover a broken-glass opening. Commissioners adopted staff recommendations and scheduled follow-up for March 25, 2026.
The commission also reviewed a new case at 100 West Cason Street. Peoples described extensive roof and interior deterioration and told the commission staff would allow city inspections no later than March 29, 2026 and, if the structures were not repaired or demolished by March 30, 2026, authorize the City of Irving, its agents or contractors to enter, demolish and remove debris and assess civil penalties "up to $1,000 per day." Owner Casey Benitez spoke to the panel and said she purchased the property June 6, 2025, has a contract with Terracore Construction and is pursuing permits and utility disconnects needed to begin demolition: "We have a contract with Terracore Construction... we're working on getting all the permits," Benitez said.
Other items: a commercial property on West Urban Boulevard was reported by staff as compliant and recommended closed; another single-family property (3833 Finley Road) was described as under active renovation with permits issued and was set for follow-up on March 25, 2026. Several items on the consent agenda, including approval of Nov. 19, 2025 minutes, were approved by motion.
All motions to adopt staff recommendations passed; where motions were amended, the commission recorded the amendment and then voted. The commission closed the meeting with staff recognitions and adjourned.
The commission left multiple cases on calendar for March 25, 2026 hearings and set inspection or demolition deadlines (Mar. 29–30) for properties that continue to present public-safety hazards.
