Community speaker says teacher nonrenewal notices cite statutes inconsistently and HR has been slow to respond

Owain Evans addressed the Tempe School District governing board during the open‑call public comment portion to raise concerns about notices of nonrenewal that were sent to teachers after the board’s cost‑saving decisions.

Evans said a notice he had seen — which he said was sent to his mother — "includes references to statute that don't seem to add up, obfuscates the distinction between probationary and continuing teachers, and makes no reference to a reduction in force under district policy or state law." He called the wave of notices "an indiscriminate cull based off of flawed interpretations" and said they included no objective or subjective evaluation of quality.

Evans also said district human resources had been slow to engage after staff reached out by email last Monday; as of the start of the meeting he said HR had not even acknowledged the outreach. He warned that, "Next week, the district wants to start filling these roles with unassigned staff," which could mean that even if affected teachers successfully challenge notices their prior roles may already be filled.

Evans asked the board for attention to the issue before positions are filled and the harm becomes irreversible. The board did not take action during the meeting on the specific claims; the open‑call rules cited by staff indicate the board will not discuss or take action on items raised during public comment at the same meeting, though issues may be taken under advisement and placed on a subsequent agenda.
