The Lincoln County Board of Commissioners voted Feb. 3 to authorize a jurisdictional transfer of County Road 103 (also called 465th Avenue) to the City of Lennox to facilitate urban-style access spacing for planned west-side development.
Highway Superintendent Terry Floyd told the commission the county and city negotiated a draft agreement under which the county will complete a 1‑inch mill and a 2‑inch overlay and a subsequent surface treatment, and will continue surface maintenance until the city accepts full responsibility on Jan. 1, 2032. "You can have all control of this road right away, day 1 after it's signed, and then all I'm doing is maintaining the surface of the road," Floyd said.
Nate Vander Plaats, representing the City of Lennox, said the transfer lets the city adopt closer access intervals suitable for urban development: "As the city becomes modernized, obviously, you're gonna have intervals more like 300 feet for city blocks. So that's what this would allow us to do." Vander Plaats said the transfer responds to recent annexations and the city's service of utilities on the west side of the road.
Commissioners asked practical questions about snow removal, speed-limit control and the length of county maintenance. Floyd confirmed the county will provide snow removal and surface maintenance until the 2032 takeover; the city will set speed limits after the transfer.
The board moved and approved the agreement by roll call. The record shows the motion carried with the commissioners present voting in favor.
