Sioux Falls City Council on Nov. 18 moved multiple land‑use items forward, setting second readings for several rezoning ordinances and approving annexations.
Planning staff presented rezoning first readings for properties north of E. 69th St./W. Sycamore (item 28), south of E. Madison/E. 6 Mile Road (item 29), and a small parcel at 2401 N. Korea Ave. (item 30); each was set for second reading on Dec. 2, 2025 after unanimous 6–0 votes. Staff said the rezoning requests were to allow drainage conveyance, to combine a parcel with adjacent single‑family property, and to permit retail development respectively, and that the planning commission had recommended approval in each case.
On annexations, the council approved a ~1.6‑acre Luther property annexation (item 33) to allow an existing home to connect to city utilities, and approved a large annexation (item 35) for Westwater at Cherry Lake, a 215.1‑acre proposal by owner Jim Soukup. Applicant representative Steve Van Buskirk told the council the preliminary plan envisions roughly 143 single‑family homes with substantial lake and green space and connections to regional trails; roughly half the site will remain conservation/open space, he said. One annexation (item 34) was deferred at the applicant’s request to Dec. 16 for additional consideration.
All votes recorded on these items were unanimous (6–0). The actions advance the proposals to public hearings and later readings where more detailed plans and conditions (such as subdivision and utility tap fees) will be considered.
