Sioux Falls council approves multiple 2026 liquor licenses, adds off‑sale restriction for two locations

Sioux Falls City Council voted unanimously on Nov. 18 to approve four 2026 retail liquor and wine/malt-beverage license applications and to amend two of those licenses to off‑sale use only.
Licensing staff Jamie Palmer told the council that items 24 through 27 met agenda requirements, and that the applicants for items 26 and 27 were requesting off‑sale use only. Councilor Sale moved approval of the block of licenses and Councilor Spellerberg seconded. Councilor Spellerberg then moved an amendment to change the language for items 26 and 27 to read “off‑sale use only” for both the retail malt beverage and retail wine licenses for Loud Vape and Tobacco — at 2720 W. 12th St., Suite 400, and 1220 S. Minnesota Ave. — and the amendment passed 6–0. The main motion as amended also passed 6–0.
Councilor Sigourney asked how a single license could cover multiple restaurants in the Steel District; Palmer explained a single LLC may cover multiple contiguous spaces but each location must meet criteria such as contiguous rental space and common ownership. No public comments were offered on the items.
The council recorded the votes for the amendment and final motion as unanimous (6–0). The council’s action advances the license approvals as presented and places the amended language for items 26–27 in the official record.
The council moved on to later agenda business after the vote.
