Safety Service Director Panoski told Elyria City Council the city had about 1,600 tons of road salt on hand as of the early morning report and that the department has been receiving deliveries. He said he has instructed the street department supervisor to order the remaining balance of the contract, which was originally for 5,400 tons, and that crews would apply salt conservatively so supplies last through the winter.
Panoski said the city will deploy five two‑person crews after dark on Saturday to follow sanitation routes and identify streetlights that are out, creating a master list to be reported to FirstEnergy for follow-up repairs. He told council the list will help avoid ad hoc repairs and streamline requests to the utility.
Councilmember Armstrong and others praised Parks & Rec and volunteers for running a warming center across recent nights; Panoski said the shelter saw higher usage than in past winters, with the most reported nights serving about nine or ten people, including an infant. Armstrong highlighted coordination with volunteers and that staff obtained supplies such as baby formula.
On snow‑ban enforcement, Panoski said the ban does not apply to every street and noted enforcement has been inconsistent historically; he said the city recently towed 12 vehicles during enforcement efforts and that he will look into expanding enforcement and having plow drivers report blocked cars to dispatch.
No formal council action was taken; the matters were presented as operational updates.
