Hammond City capital board approves six funding allocations, orders Sheffield storm‑sewer study

"This is just to increase the contract limit to pay the nominal retainage left on the project so we can close it out," the chair said during the meeting.
The board also approved a $50,000 supplemental engineering allocation for the Summer Street project after the chair said the work ran seven months longer than planned. The chair cited a 2.7% increase in the original contract amount and a 35% increase in project duration, attributing delays to utility relocations and the discovery of contaminated soil disposal; representatives from engineering firm American StructurePoint were in attendance.
In response to repeated flooding in Robertsdale, the board authorized Donahue and Associates for storm‑sewer modeling in Sheffield at $49,890. "There was significant flooding on Aug. 18 in Robertsdale that flooded some businesses," the chair said, and noted the Air Gas facility had flooded five times over the past 10 years; the modeling is intended to identify measures to restrict inflow to the primary sewer and avoid hydraulic backups.
The board also approved a $50,000 general electric services budget with Midwestern Electric to help manage broken electrical problems within city rights‑of‑way.
All motions were moved and seconded on the record and passed by roll call votes, with the chair announcing each motion carried unanimously by a 6–0 vote. After completing agenda items the board adjourned.
