Hammond board sets multiple property status dates, approves two parades pending police review

Staff reported owners for 5217 Hohman failed to appear; the owners had told economic development they needed dedicated parking to market the property, but staff said downtown has no dedicated parking requirement and noted outstanding environmental concerns and bids. A staff member summarized the position: "They're not here today, so they failed to appear," and the board set a status review for 5217 Hohman on April 23, 2026 while continuing the demolition process if necessary.
Other properties were set for status reviews: 51 Webb on April 23, 2026 (pending return of a signed rehab agreement), 944 Murray on March 26, 2026 with updated photos requested, and 4747 Baltimore on April 23, 2026 where the owner (represented by translator Stephanie Rivera) reported permits pulled and an estimated 3–4 month completion timeline. For 5629 Calumet, the board set a 30-day follow-up for Feb. 26, 2026 because special-order windows are delaying progress and an existing demo order expires in May.
In public comment, Jaime Prieto of HC 3, a Hessville nonprofit, requested permission to hold a shortened St. Patrick's Day parade on March 14 with staging on Orchard Drive and a route ending at 165th Street. Prieto asked for assistance from the police and street departments for traffic control, barricades and train coordination. "We are requesting some help from the police department and the street department with barricades," Prieto said. The board approved the St. Patrick's Day parade contingent on police review and approval.
The board also approved a request from Larry Fentress of the Hammond Mohawks to hold the annual Memorial Day parade on May 25, 2026 and accepted a procedural recommendation to notify the police department before final approval. The meeting concluded after rulings on rental-registration appeals and referrals to collections for several late registrants.
The board's actions set several specific follow-up dates for staff and owners; where owners failed to sign rehab agreements, staff indicated demolition procedures would continue subject to any later compliant submissions.
