The Hammond City Board of Public Works voted Jan. 22 to refer six bids for the downtown train-station project to engineering consultants for tabulation and recommendation, approved demolition contracts for multiple properties and authorized several small supplemental Capital Improvement Board (CIB) funding allocations for infrastructure closeout work.
City Engineer Dean Button told the board the Summer Street Reconstruction Project ran about seven months longer than anticipated because of NIPSCO utility relocations and contaminated soil at the east end of the project, and requested a $50,000 supplemental agreement with StructurePoint to close out the work. "Summer Street took about 7 months longer than we had anticipated," Button said, urging the board to approve the funding allocation, which CIB had already recommended. The board approved the supplemental agreement and funding allocation on a voice vote.
During a public bid-opening for the downtown train station, the board read six bids: Pangier Corporation ($10,413,279), Larsen Danielson ($8,474,000), Powers and Sons ($9,643,000), Gary Up Construction ($9,579,500), Hassy Construction ($9,395,000), and FH Passion ($10,319,000). A staff member recommended referral of the bids to the consultant for tabulation and recommendation, and the board voted to refer the matter to engineering and their consultants for review.
The board also approved a $49,890 CIB-funded agreement with Donahue & Associates to model the Sheffield storm-sewer network after repeated inundation affected businesses on 100th and 31st Place; Button said the modeling is intended to identify improvements that will reduce flow into the mainline sewer. The board approved smaller CIB allocations for electrical services to Midwestern Electric ($50,000), supplemental siren work with Hassy Construction ($5,494.50) and retainage for the Little Calumet River pedestrian bridge ($2,027.99).
Chief of Inspections Kelly Kearney presented demolition-bid awards, stating that the listed contractors were the lowest responsive and responsible bidders. The awards included several properties and contractors, most notably Environmental Cleansing Corp for demolition work at 5217 Homan Avenue for $429,240. "In all cases, it was the lowest, most responsive, and responsible bidders have been awarded," Kearney said. The board voted to approve the demolition awards as presented.
Board members framed these approvals as routine procurement and closeout actions, and no additional contingencies were recorded at the meeting. The bids for the downtown train station will return after consultant review, and awarded demolition contracts will proceed per inspection office timelines.
The board adjourned after handling additional routine items.
