Pleasant Grove Council approves stormwater plan, fee changes, zoning text amendments and $1.23M contract

Pleasant Grove’s City Council on Jan. 13 approved a package of ordinances, a fee schedule resolution, a public‑works contract and administrative resolutions addressing midterm appointment procedures.
The council approved Ordinance 202601, adopting an updated Stormwater Management Plan (SWMP) that staff said reflects corrections made after a 2024–25 state audit and incorporates new standard operating procedures, appendices and map updates. Baylor Hatch of the stormwater division told council that staff documented changes in the emailed report and recommended approval.
The council also adopted Resolution 202601 to amend the comprehensive fee schedule. Parks and Recreation Director Megan Zellinger said the action corrects nonresident pricing, updates pool rental and program fees after a renovation, and formally adds a $265 sewer connection fee that the city has charged previously but had not listed in the consolidated fee schedule.
Two zoning code text amendments were approved. Ordinance 202602 adds use 4824 (gas pressure control stations) to the CS2 commercial zone so a gas utility may site a pressure control station in a designated location; city planning staff said the planning commission forwarded unanimous approval. Ordinance 202603 adds use 3424 (metal‑working machinery and equipment) to the General Commercial (CG) zone but includes qualifying conditions recommended by the planning commission: a retail storefront at the building face, a 3,500‑square‑foot cap on manufacturing area and a 400‑amp per‑unit electrical limit intended to restrict heavier industrial equipment. Planning staff and the commission said the conditions aim to preserve the commercial character along State Street while enabling limited light manufacturing in deeper lots.
On capital work, the council awarded the 1100 East waterline and roadway reconstruction project to Black Forest Paving with a base bid of $1,231,834.55 and authorized the mayor to sign the notice of award and notice to proceed once final contract documents are approved. Staff said the procurement drew 18 bids.
Finally, the council approved Resolution 2026‑18‑3 declaring two 2021 Ford F‑150 trucks surplus and directing disposal per city policy.
Votes: All the listed measures were approved in roll‑call votes recorded in the meeting minutes as unanimous where noted.
What’s next: Staff will publish final contract documents for the 1100 East project, implement updates in the SWMP, and post the amended fee schedule online. The code changes take effect as provided in each ordinance as part of the city’s adoption process.
