Sioux Falls council approves bridge grant application, updates engineering standards and several board appointments

The Sioux Falls City Council on Dec. 9 approved a package of routine infrastructure and appointments:
- Grant application: Kurt Pepple of the Engineering Division asked the council to authorize the mayor to sign a Bridge Improvement Grant application to the South Dakota Department of Transportation. The city plans to seek roughly $2,000,000 for Cliff Avenue approach work and smaller grant requests for Veterans Parkway; the program requires an 80/20 match and the city would provide the local share. Pepple said earlier bridge grant applications were successful and that the proposed work (approach slabs, railing upgrades and surface treatments) preserves bridge life. The council voted to approve the mayor signing the application (7–0).
- Engineering Design Standards: Kurt Keppel presented updates to six chapters (1, 2, 3, 6, 7 and 14) of the Engineering Design Standards. Most changes are technical or administrative—clarifying variance procedures, updating submittal procedures for the EnerGov platform, aligning bonding/insurance language with city ordinance, updating references to ASTM testing, and renaming a chapter to better reflect private development grading requirements. Keppel told the council there are no fee changes and that the Infrastructure Review Advisory Board reviewed and supported the updates. The resolution to adopt the updated standards and implement them in January passed unanimously (7–0).
- Citizen board appointments: Council approved advisory board recommendations including Sharon Shontos and Mark Kwazny to the Accessible Housing Advisory Board; Aaron Healy to the Board of Health; and Brooke Wegener to the Park and Recreation Board. The motions passed (votes recorded in the meeting transcript for these items were unanimous or as recorded).
All three items were presented by engineering staff and moved through with typical procedural motions. Councilors did not expand the items into substantive debate and each passed on recorded voice or roll‑call votes as reflected in the meeting record.
