Anthony Fajardo, director of development services, and peer reviewer Brent Chancellor (WJE) updated commissioners on the Phase 2 structural peer review for the Police Department headquarters. Staff said the peer review covered 16 items grouped under life safety, serviceability and documentation; most items are resolved or resolved pending additional documentation, with a few remaining open items related to masonry wall connections and slide bearing capacity.
Chancellor said the critical unresolved technical question is whether the existing reinforced masonry walls can legitimately be relied on as part of the lateral (shear) system given the current top‑of‑wall connections to the slab above. He summarized the two paths to resolution: laboratory testing of the existing connection details to develop a validated design value, or installing prequalified mechanical connections or adding reinforced concrete shear walls. “The goal of the testing is to demonstrate that what is currently in place is sufficient to justify the use of those walls,” Chancellor said; if testing falls short, physical reinforcement would be required.
Staff reported that remediation of deflection issues tied to Phase 1 is nearly complete, including fiber‑reinforced polymer work on specific columns, and that the city and consultants agreed to a long‑term monitoring plan consisting of quarterly surveys for roughly 5–7 months and then annual inspections thereafter (19 quarterly visits and 10 annual inspections were cited as the monitoring outline). AECOM and Thornton Tomasetti remain engaged; staff is negotiating an amendment to the AECOM agreement to document commitments and remediation responsibilities.
Public speakers raised demolition‑related concerns about asbestos abatement and timing; project staff provided a demolition/abatement timeline (abatement to start within two weeks, demolition following abatement and equipment relocation, estimated demolition ~60 days). Commissioners asked for clearer written summaries of which items were resolved by documentation vs. structural enhancement.
Next steps: conduct planned material/testing to resolve the masonry connection question, complete remaining Phase 1 remediation, finalize an amendment to the AECOM contract and continue monitoring and quarterly reporting to the commission.
