Irving planning commission forwards multiple zoning recommendations to city council; approves EV service site and motorcycle training program

The City of Irving Planning and Zoning Commission on Monday night considered seven zoning cases and made recommendations to the City Council, with most items scheduled for a Dec. 11 final vote.
The commission voted to recommend approval of a request that would allow Go Motorcycle Training to continue holding state-mandated motorcycle safety courses at Irving Mall. Applicant Karen Viera told the commission the program provides the hands-on portion of an 11‑hour state curriculum and keeps riders safer by offering controlled, instructor-led practice. "Only registered students participate," Viera said, noting classes are limited to about eight students and the hands-on portion runs roughly four to five hours split across two consecutive days. The commission’s recommendation to forward the case to council passed 8–1.
Also forwarded for approval was a request to allow a 31,000‑square‑foot site to be used as a Tesla truck service facility. Rob Baldwin, representing the property owner, said trucks would be serviced inside the building ("no trailers, just the cabs themselves") and that the operation would comply with City of Irving fire-protection requirements. Commissioners pressed on battery safety; Fire Marshal Haley said a fire-protection engineer’s report and a sprinkler-system modification would be required at the building-permit stage to address lithium‑ion battery risk. That recommendation passed 8–1.
A rear-yard setback variance for a corner lot at the request of Alfredo Valdez was recommended to go forward with approval after commissioners agreed to adjust the rear setback to 11 feet, 2 inches. Commissioners confirmed the request did not encroach on a private 10‑foot drainage easement and voted 7–2 to forward the case to council with that condition.
The commission recommended disapproval on two homeowner-facing requests. Mike Tillman’s request for a variance to allow a freestanding carport to shelter a 20‑foot truck drew discussion about setbacks, long-term nonconforming uses and neighborhood character. Tillman said he had spoken to neighbors and wanted to proceed "upfront" and properly, but the commission voted 6–3 to recommend disapproval; Tillman was advised he could present his case to council on Dec. 11.
Applicant Corinne Gonzalez requested rezoning of a property on Kings Country Drive from single-family to Commercial Office, citing the city’s adopted future land-use map and arguing the site serves as a transition between industrial/commercial and residential uses. Planning staff told commissioners that the land-use designation had been reviewed and that planning staff had previously flagged the parcel as potentially overlooked; commissioners ultimately voted to recommend disapproval and to send the matter to council.
A small commercial request from Cornelio Alvarez to open a tackle shop with a drive-through was unanimously recommended for approval and will go to council with a 9–0 recommendation.
What’s next: all cases the commission forwarded will be heard by the Irving City Council on Dec. 11 for final action. Where the commission recommended disapproval, applicants retain the right to present to council. The commission’s recommendations do not change zoning until the council votes.
