House approves URS changes after debate over immediate vesting for AG senior staff

The Utah House of Representatives on Feb. 3 uncircled Senate Bill 25 and approved a package of changes to the Utah Retirement Systems (URS) aimed at clarifying definitions and administrative procedures.
Representative Acton, sponsor of the floor motion, described the measure as annual refinements that "do 5 things," including clarifying a definition, expanding membership council participation (nonvoting), coordinating service credit between tiers, allowing the executive director to delegate some rulings to a deputy director, and clarifying how benefits can be relinquished. Acton said the changes are largely technical and intended to improve administration with no major fiscal impact.
Representative Boxier questioned a provision that would allow employer contributions to vest immediately for certain senior staff in the attorney general’s office, asking, "letting employer contributions vest immediately makes it so that there's no skin in the game. So I'm wondering how this will actually help retain them in that office." Acton replied the exemption pertains only to senior staff in the attorney general’s office and was intended to aid recruitment and retention for specialized positions.
After discussion and an exchange on the recruitment rationale, the House voted to pass SB 25, recorded as 70 yes votes and 1 no vote. The bill will be signed by the Speaker and transmitted to the Senate for the President’s signature.
