Gainesville council approves water‑main agreement, two grants and de‑annexation

Council approved BR2025‑47, an intergovernmental agreement with Hall County to allow Hall County’s contractor to perform water‑main relocation work on the White Sulphur Phase 2 road project, with city inspectors overseeing that work. "This is the agreement that will allow Hall County's contract on this road project to complete the water work, with our inspectors, overseeing that," City Manager Brian Lackey said.
The council also authorized GR2025‑08, an application to the Georgia Department of Transportation Transportation Alternatives Program to fund sidewalks under the city’s park‑to‑park program, and GR2025‑09, a supplemental Georgia Transit Fund agreement that will move leftover 2024 transit funds toward improvements at the Bradford Street building the city recently acquired. Brian Lackey said the GR2025‑08 request covers "three projects that fit under our park to park program" and that officials hope to use the grant funds to improve sidewalks connecting parks.
An unidentified council member moved to approve the three items and another unidentified member seconded; the mayor announced the motion passed unanimously.
Separately, City Attorney Ab Hayes introduced and the council adopted Ordinance 2025‑20 to de‑annex a small sliver of Old Oakwood Road from the City of Gainesville. Hayes said the de‑annexation will occur "with the consent of Hall County," and that the property owner is expected to petition the City of Oakwood to annex the parcel so the full road lies within Oakwood’s jurisdiction.
Motions on the grants, intergovernmental agreement and the ordinance were seconded and carried without recorded dissent. The council did not provide vote counts in the meeting transcript.
