Oak Park council approves contracts, payments and budget amendments; staff warn of possible state funding clawback

Oak Park City Council unanimously approved a series of routine and project items on Feb. 2, including payment of an MDOT invoice and several contract awards, and adopted second‑quarter budget amendments that staff said have no net impact on fund balance.
On the consent agenda the council approved payment related to the 9 Mile construction project in the amount of $244,082.28 and received the second quarter investment report and budget‑to‑actual summaries. The council separately approved payment of an invoice for $6,500 to the city prosecutor.
Council awarded the 2026 janitorial services contract to PIC Maintenance Incorporated of Southfield, Michigan, for $128,801.72 after staff explained the prior temporary vendor had stopped servicing the city and PIC was the low responsive bidder. The council also approved a cablecast/VOD playback and bulletin board system upgrade to Medium Media Storage Group (Burbank, California) for $34,209.50; staff clarified a local representative will work with the vendor.
Director Kimberly Maroney presented final payment application #4 and change order #2 for the 9 Mile Connector Park (M746) to DMC Consultants, with staff citing $23,338.97 for remaining watering and maintenance and noting the project is now complete.
Finance Director Sandra Crawford summarized second‑quarter budget amendments and said: "The proposed amendments have no net impact on fund balance." Council adopted the amendments by roll call.
City Manager Tongate warned that a recent vote by the Michigan House Appropriations Committee to claw back previously appropriated funds could affect multiple local projects, saying several Oak Park projects are mid‑completion. Tongate said he intends to return to the council to request authority to pursue litigation against the state to recover appropriated funds if the clawback proceeds.
All motions and awards on the agenda passed by unanimous vote as recorded in roll calls during the meeting. No amendments to the approved contracts or budgets were made on the floor.
