Gainesville council approves bond authorization, airport lease extension and procurement agreement; appointments set

The Gainesville Mayor and Council approved a package of resolutions on Oct. 7 that included authority to issue revenue bonds, an airport lease assignment and a procurement contract for emergency-response technology, and confirmed two municipal appointments.
Deputy City Manager Angela Shepherd summarized the packet before the vote, saying, "The anticipated cost of the projects and bonds will cost up to $95,000,000," referring to BR2025-44, which would authorize issuance of water and sewerage revenue bonds to finance improvements to the city's water and sewer system. Shepherd also described BR2025-43 as an airport lease assignment and extension to Carriage DPP LLC and BR2025-45 as a master services and purchasing agreement with Quake Technologies for Quake devices and services.
The council moved and approved BR2025-42 (emergency interim successor/mayor pro tem update), BR2025-43, BR2025-44, BR2025-45 and GR2025-07 (FY2026 LMIG local maintenance and improvement grant for street paving) in a single motion; the vote passed unanimously.
The meeting also included two personnel actions. The council appointed Lila Weaver to the Main Street Advisory Board to replace Leslie White, and later approved BR2025-46 to fill the unexpired Ward 1 council seat with Ryan Thompson to serve through Dec. 31, 2025; both appointments were approved by unanimous vote.
City Clerk Alisa Grayson closed the meeting’s business by noting early advance voting for a municipal special election (to fill a Ward 2 council seat and a Board of Education seat) will run Oct. 14–31 at four locations including the Gainesville Civic Center, with Election Day voting on Nov. 4.
The council approved the resolutions and appointments without recorded roll-call tallies in the transcript; each item was announced as passing unanimously.
