Berkeley County planning commission approves multiple site plans, a lot-waiver and advances residential preliminary plan

The Berkeley County Planning Commission voted to approve several staff-recommended land-use items during its meeting.
Staff presented and the commission approved a detailed site plan for the Tabler/Taylor Station project (developer: 2022 Taylor Station LLC; engineer: Fox and Associates). The project proposes two commercial flex-space buildings — 62,500 square feet and 80,000 square feet — on approximately 14.38 acres, for a total of about 142,500 square feet. County engineer Doug Smith had deemed the plan compliant with the subdivision ordinance; Commissioner Lewis moved to accept the staff recommendation and Commissioner Goff seconded; the motion carried by voice vote.
The commission approved a detailed site plan for the Long John Silver’s property at 2035 Edwin Miller Boulevard (developer: LJS OPCO 1; engineer: EADS Group). The proposal calls for demolition of the existing restaurant and construction of a new 2,220-square-foot building on 0.77 acres; staff recommended approval and Sherry Kelly appeared as the project representative. The commission approved the recommendation by voice vote after a motion by Commissioner Gant and second by Commissioner Franklin.
A waiver request for property at 130 Cutlip Drive in the Berkeley Station subdivision (file 2512-359) was approved. The applicant, described in staff presentation as Arun Kench, asked to replat three existing ~4,000-square-foot lots into two 6,000-square-foot lots. Staff identified requested waivers to the 2025 subdivision and land development ordinance as follows: reduction of minimum lot size from 7,500 to 6,000 square feet; reduction of minimum lot width from 75 to 60 feet; and a reduction of front and side setbacks for Lot A to 3 feet from the road reservation line and 9 feet from the side property line. Commissioner Lewis moved to accept staff recommendations and Commissioner Dent seconded; the motion carried by voice vote.
The commission accepted a major plan change for Cold Spring Run LLC (file 2511-337) to combine two stormwater management ponds into one pond due to topography encountered during construction. Staff recommended approval after county engineer review; the commission voted to accept staff recommendation by voice vote.
Finally, the commission advanced the preliminary plan for The Lakes at Martinsburg (phases 3 and 4, file 2209-269) — proposed by Banbury Holdings LLC with engineer Integrity Federal Services — to the final plat stage. The phases propose 122 single-family detached lots on approximately 53 acres, served by public water and sewer. County engineer Doug Smith deemed the preliminary plan compliant with the Berkeley County subdivision ordinance and staff recommended advancement; the motion to advance carried by voice vote.
All formal approvals at the meeting were recorded as voice votes with commissioners responding “Aye.” The meeting record did not include a roll-call tally of individual yes/no votes for each item, nor were any items tabled or denied.
What this means: Staff recommendations for the projects listed will proceed to the next statutory or administrative steps (final plat processing, permitting, or construction review) as applicable; the commission did not attach special conditions during the approvals recorded in the meeting minutes.
