Katy council postpones budget vote, ratifies emergency well repairs and approves several ordinances

At its Sept. 8 meeting the Katy City Council postponed adoption of the 2025–26 budget to Sept. 22, ratified emergency repairs at Water Well No. 8, revised a GLO contract closeout, adopted ARPA/PII policies, appointed Olson & Olson LLP as city attorney and granted a special-use permit for a church at 5038 E. 5th St.
Katy City Council on Sept. 8 postponed adoption of the proposed 2025–26 budget to its Sept. 22 regular meeting and approved a slate of routine and emergency actions affecting city operations.
Mayor Pro Tem Chris Harris moved to delay the budget adoption; Councilmember Dan Smith seconded the motion and it passed by voice vote. The council also set a public hearing to consider a proposed 2025 tax rate at the Sept. 22 meeting at 6:30 p.m. at Katy City Hall, 901 Avenue C.
Councilmembers approved a resolution ratifying emergency repairs at Water Well No. 8 (Water Plant No. 6) and the pre-purchase of pumping equipment from Weisinger Inc., citing BuyBoard quotes and an imminent equipment failure. The pre-purchase cost was listed as $169,593 and the replacement pumping equipment $56,672; Public Works staff explained the well stopped producing water about two weeks earlier and that the pre-purchased unit allowed an immediate repair.
The council also approved a revision to contract number 20-065-137-C503 with the Texas General Land Office for Community Development Block Grant–Disaster Recovery work related to the 10th Street Bridge replacement and Pitts Road detention pond. Staff said the revision formally records final project costs to satisfy GLO closeout requirements and does not itself resolve outstanding resident concerns in the project area.
On administrative matters, councilmembers adopted several policies including a personally identifiable information (PII) policy, procedures for ARPA/SLFRF fiscal recovery funds, an anti-fraud/waste/abuse (AFWA) plan, and records-retention standards. They also approved an ordinance appointing Olson & Olson LLP as city attorney and removed the prior "acting" designation; several members praised the firm’s availability and legal counsel.
The council considered a zoning change to grant a special-use permit allowing a religious institution at 5038 East 5th Street in a C-1 commercial district for the benefit of Apostolic Church Katy, Texas. Staff clarified that the planning department’s prior denial was tied to the applicant’s history of unpermitted activity rather than a categorical prohibition on church use. The permit ordinance passed on voice vote.
Other routine business: the council approved the 2025 certified appraisal roll with an appraised value cited in the meeting as $6,113,727,394 and certified an anticipated collection rate of 100% from Fort Bend and Waller counties; the consent agenda was approved; and the meeting adjourned at 6:54 p.m.
Public comment during the meeting included Phil Maultsberry’s remembrance of Sept. 11 and an invitation to a community remembrance event and vehicle tours later in the week. The council closed by sharing community announcements including a Patriots Day ceremony on Sept. 11 and local events such as Boots and Brews on Sept. 13. The council’s next regular meeting is Sept. 22, 2025, at 6:30 p.m.
