Katy council approves tourism grant, interlocal road agreement, mutual‑aid participation and several contracts

On Aug. 25 the Katy City Council approved a Convention & Tourism Bureau hotel‑occupancy grant to the Katy Foundation Inc.; an interlocal agreement with the Katy Development Authority for the Fort Bend Road project; participation in TIFMAS for the fire department; authorizations for special counsel and collection services; and a software contract for police dispatch quality assurance.
At its Aug. 25 meeting the Katy City Council approved multiple routine resolutions and a grant that council described as intended to support economic development, public safety and city operations.
The council approved a Convention and Tourism Bureau (hotel‑occupancy tax) grant for the Katy Foundation Inc. to produce a program highlighting small businesses in the city (motion by Mayor Pro Tem Chris Harris; second by Council Member Gina Hicks). Council approved a resolution authorizing the mayor to sign an interlocal agreement with the Katy Development Authority (KDA) for the Katy Fort Bend Road project (motion by Mayor Pro Tem Harris; second by Council Member Dan Smith).
Chief Parker briefed the council about joining the Texas Intrastate Fire Mutual Aid System (TIFMAS). Parker said the system reimburses deployment costs and provides backfill; he said the department can opt out of requests if staffing is insufficient. Council approved the measure (motion by Council Member Roy Robertson; second by Council Member Gina Hicks).
Council also approved two related resolutions naming Lineberger, Goguen, Blair and Sampson, LLP as special counsel (Texas Government Code §2254.1036) and authorizing the firm to collect unpaid fines, fees and court costs under Texas Code of Criminal Procedure art. 103.0031 (motions and seconds on the record; motions carried). Finally, the council approved a contract with Dictation Sales and Service d/b/a Equiture for SmartScore Auto QA software for the police dispatch center (term Oct. 31, 2025–Oct. 30, 2030).
Each item passed on voice vote as presented and will proceed to implementation by the appropriate department.
