Katy council denies rezoning at 1001 Airline Drive after residents, staff cite plan conflicts

The City of Katy on June 9 rejected a developer’s request to change the zoning classification for roughly 0.66 acres at 1001 Airline Drive from C1 (Commercial) to C2 (General Business).
Ian Clouds, the city’s community development director, told council staff and the Planning and Zoning Commission had concerns that approving C2 would extend heavier commercial uses northward into areas the comprehensive plan designates as downtown mixed‑use. Clouds said C1 already permits a limited amount of office‑warehouse space — capped by a 2022 ordinance change at 45% warehouse — and that a variance could address the applicant’s needs without broadening allowable uses.
Marion Tucker, who identified herself as a nearby business owner, said the proposed building would match adjacent commercial structures and argued the change would be consistent with neighboring properties. “We’re just trying to make that building also a C2. We kinda match everything else,” Tucker said during the public hearing.
Council members questioned whether rezoning would open the door to future uses the commission and comprehensive plan sought to limit. Several members noted the Planning and Zoning Commission had unanimously recommended denial at its May 13 meeting. After discussion and a voice vote the motion to rezone failed.
Because the council denied the rezoning request, the property will remain zoned C1; the applicant and staff may pursue alternatives such as a variance or a revised application.
