Gainesville approves two annexations, adopts new Unified Land Development Code

The Gainesville Mayor and Council unanimously approved two annexations and a citywide rewrite of the Unified Land Development Code on Dec. 16.
The council approved a request from Brian Brinson to annex a 13.36-acre tract at Old Cornelia Highway and East Ridge Road and zone it R-2 for 79 fee-simple townhome units. Planning staff reported the development concept includes two access points to East Ridge Road, connection to city water and sewer, 36 guest parking spaces, a mail kiosk and a dog park. The planning division and the planning and appeals board recommended approval with nine conditions. During consideration, the applicant’s representative, Steve Gilliam, asked the council to accept revised language on condition 1 so that the plan would "target" 25 of the units to residents 55 years and older without an explicit age-restriction covenant; the council approved the annexation and the zoning with that revised approach and the nine conditions.
Gilliam described the development product (the "Edmond" plan) as a 3-bedroom, 2-bath unit of about 1,670 heated square feet and said the units would be for sale with an average sale price of roughly $350,000. He also referenced a letter from the school district that indicated the district opposed the project; the applicant presented census-based comparators indicating a relatively low share of school-aged children in comparable developments.
Council also approved the annexation of a 0.43-acre tract at Lyman Street and Pearl Nix Parkway for rezoning to R-2 to allow two three-story duplex apartments; planning staff recommended approval with seven conditions and the council adopted the zoning ordinance with those conditions. Applicant Greg Lloyd described agreed architectural features and materials as part of the zoning conditions.
Separately, the council unanimously approved an ordinance to repeal and replace Title 9 of the City Code, adopting a new Unified Land Development Code; staff said the updated code and the official zoning map were available for public review before the vote. No public speakers addressed the ULDC item during the hearing.
All three items (Brinson annexation/zoning, Lloyd annexation/zoning and the ULDC ordinance) passed on unanimous council votes.
