Court approves title services contract and backs a grant application to finance NRCS buyouts

County staff told the Fiscal Court that the NRCS Emergency Watershed Protection (EWP) buyout effort has two property groups: the first group is approved, the second remains pending due to federal processes. Title work and environmental analyses must proceed after final NRCS approvals.
Procurement produced no bidders after two solicitations, so staff negotiated directly with McNamara & Jones per county procurement protocol. Staff recommended and the court approved the McNamara & Jones contract for title services necessary to move buyouts toward closing once NRCS releases the second group.
Staff also presented and the court approved a resolution to submit an application to the Kentucky Division of Local Government’s Accountable Development Fund (ADF) to cover the local share for some buyouts. Staff explained the ADF option pays 100% of the local share versus other grant alternatives that would leave a county match.
Aaron and Erin said they expect the second group to be approved by NRCS before Christmas; when both groups merge, title and environmental work will proceed concurrently. The court approved the contract and authorized the ADF application during the meeting’s voting session.
