Encinitas Youth Commission schedules spring events and hears pitch for smoke-free multiunit housing

Feb. 4, 2026 — The Encinitas Youth Commission reviewed its FY25–26 work plan and spring event schedule, confirmed dates and venues for multiple community activities and heard a public comment urging the city to adopt a smoke-free multiunit-housing ordinance.
During oral communications, Kelly McCormick of the San Dieguito Alliance for Drug Free Youth introduced a project called "Smoke Free San Dieguito" and asked the commission to support work toward an ordinance similar to Carlsbad’s. McCormick said secondhand smoke can enter neighboring units through open windows, doors and outlets and stressed children’s vulnerability, adding she will provide informational materials and seek future discussion with the commission.
Commission business focused on event logistics and the work plan. Commissioner Christiansen confirmed an Art Social scheduled for Feb. 21, 1–3 PM at the Pacific View Arts Center; the session was full with a wait list and staff discussed possibly opening a second room and arranging supplies and volunteers. Manager Goodsell and Supervisor Camarena outlined volunteer and waiver procedures for Techie Tutors (a senior-focused tech-help event) and said the community center banquet hall would be used for a larger footprint.
The commission confirmed habitat restoration plans for Feb. 21 (9 AM–12 PM) and Arbor Day on April 18 (9 AM–12 PM) at Hawk View Park, 1309 Blue Heron Avenue, Encinitas. Staff said they will circulate event details and reminders the week of each event. Other items discussed included financial-literacy speakers (options for April 18 or 19), ocean-safety booth planning with the Encinitas Lifesaving Association (likely early June), and STEAM/STEM outreach videos for future work-plan inclusion.
On procedural business, Chair Kelly moved to add a future agenda item to change or remove the regular April 1 meeting date; Vice chair Hubbell seconded. Staff clarified that altering an approved regular meeting date requires an action item on a future agenda; commissioners agreed to add the item for the next meeting and no formal vote was taken today.
No ordinances or council-level decisions were adopted at the meeting. Commissioners were asked to communicate speaker names and bios to Supervisor Camarena by the 21st so staff can finalize agendas and logistics.
