Concept 1 — the base priced design — stacks the sheriff’s office and jail on the lower level and routes secure in‑custody circulation through a new addition. Concept 2 swaps the sheriff administration and district attorney footprints to consolidate sheriff operations on a single floor; consultants said that arrangement improves operational consolidation and security but would change which interiors must be renovated.
"This layout gives a safe, secure separate pathway for in‑custody folks and the sheriff to bring people to court," Davis said, describing the proposed in‑building circulation and new vestibules that would separate the public from staff and judges.
The team mapped alternates to floors and provided a "shopping list" so the board can prioritize work. Key alternates include: renovation of the court clerk area (alternate 1); the Sally Port and elevator plus courtroom renovation (alternate 2); a 1,200‑square‑foot evidence room (alternate 3); a stacked restroom core (alternate 4); a secure south parking lot (alternate 5); radon mitigation for the lower level (alternate 8); perimeter window replacement (alternate 9); reroofing (~10,500 square feet, alternate 10); and replacement of the building generator (alternate 11).
Colleen (program management staff) gave a budget overview and said the consultants estimate doing the entire package would be in the neighborhood of $20.4 million, while the base law‑enforcement scope tracks just under $10 million. "The numbers are heavy," she said, emphasizing the work is schematic‑level pricing and will be refined in later design phases.
Consultants emphasized safety and program improvements they say the renovation would achieve: improved secure circulation for detainees, reconfigured public counters for the clerks, added vestibules for courtroom security, and upgraded MEP systems. They also noted longer‑term savings from replacing leaky mechanical systems even as upfront costs are substantial.
Board members pressed the team on whether a cheaper, interim solution — for example, securing an existing parking area and adding partitions on the court level — could meet security needs without a full Sally Port. Sheriff’s representatives and the consultants acknowledged that securing a parking lot and adding doors improves security for vehicle‑to‑building movement but does not fully solve circulation and stair‑related constraints for transporting in‑custody people to court.
The team urged the board to weigh priorities and phasing carefully. Davis suggested that building the Sally Port and elevator early could address safety and permitting timelines, while the team could phase interior finishes and other alternates later.
Next steps: staff asked the board to provide direction on which alternates to pursue and in what sequence so the design team can proceed to design development. Consultants said they will provide a more detailed cost breakout for prioritized elements in follow‑up materials. The board scheduled a special meeting to consider related fiscal actions and supplementals.
