Scott County approves $558,448.99 lump-sum chip-seal contract; reclassifies highway position

Commissioners approved a lump-sum contract with SC Construction Materials for chip-seal work in the amount of $558,448.99. Staff said NDOT directed the new agreement format and that the contract reflects the low bid for the work. The motion to approve the lump-sum contract was made, seconded and passed by voice vote.
Highway staff also detailed recent use of materials during the snow event and said they are preparing documentation in case material-reimbursement funds (e.g., FEMA or state reimbursements) are available. Staff estimated a short turnaround for submitting paperwork to seek reimbursement.
Separately, the board approved reclassifying a position to an operator/equipment floater and adjusting pay to the mechanic pay scale to meet workload needs in the highway garage. HR reviewed the reclassification and the board approved the motion by unanimous vote.
Commissioners thanked highway crews for their snow response and said they expect staff to return with any updates on reimbursement or scheduling for the chip-seal work. Contracts and personnel changes will be finalized by county staff.
