Elkhart City’s Board of Public Works ratified SRF pay applications Feb. 3, including a $1,309,980 construction pay app for the Oakland CSO tank project, and heard project timing: roadway work north of the underpass in March, underpass closure in July and likely project completion in November.
The Elkhart City Board of Public Works and Utilities on Feb. 3 ratified multiple State Revolving Fund (SRF) payment requests tied to the Oakland Avenue combined-sewer overflow (CSO) tank project and discussed an updated construction schedule.
The largest item was a $1,309,980 pay application to Sell Construction (SRF loan WW18262004) for work performed through December; project staff said the payment reflects extensive roadway, asphalt, concrete and wall pours performed during recent months.
Jason, project manager, told the board the overall project is expected to wrap up in November 2026. He outlined near-term traffic impacts: the road north of the underpass will close in March for work and the underpass itself will close in July, with detours routing traffic to Franklin or Blucher (staff discussion). "The project will wrap up this year, probably about November," Jason said.
Other SRF and disbursement approvals included routine partial payments for design engineers and a disbursement of $17,938 to Peter Consulting Group for federal paperwork and Davis-Bacon wage verification related to the tank project. The board approved each ratification by voice vote.
Why this matters: the CSO tank project is a multi-phase infrastructure effort that affects traffic patterns, local construction schedules and SRF-funded capital disbursements.
Next steps: staff will continue monthly pay applications and return recommended contract actions and any advertising for remaining construction packages to the board as required.
