Urbana council approves three resolutions and omnibus budget amendment; adds closed session

On Feb. 2 the Urbana City Council approved three Committee of the Whole resolutions (motor-fuel-tax project, an intergovernmental agreement for environmental review services, and a redevelopment completion-date extension), passed an omnibus budget amendment, and voted to enter a closed session citing 5 ILCS 120/2(c)(2) and (c)(11).
Urbana — At its Feb. 2, 2026 meeting the Urbana City Council approved multiple routine items on consent and passed an omnibus budget amendment.
Council member Evans moved and the council approved three Committee of the Whole resolutions on the consent calendar. The measures were described as: (1) a resolution for improvement under the Illinois Highway Code using state motor fuel tax funds for Florida Avenue (Right Street to Hillcrest Street); (2) an intergovernmental agreement with the Housing Authority of Champaign County for provision of environmental review services; and (3) an amendment to extend a redevelopment project completion date for Ray Street Ventures LLC on South Ray Street. The three resolutions were moved, seconded, and approved on roll call.
On the regular agenda the council considered ordinance number 2026-01-002, described as a revision to the annual budget (budget amendment number 6, omnibus). The ordinance was moved and seconded, the clerk called the roll, and the council approved the budget amendment by roll call of the present members.
Earlier in the meeting council also approved adding a closed session after reports of officers to discuss pending litigation and employment of specific employees under 5 ILCS 120/2(c)(2) and (c)(11); the motion was seconded and approved by roll call. After the closed session the council voted to come back into open session and then adjourned.
None of these items faced recorded opposition during the meeting; votes were recorded by roll call with affirmative responses from the attending members.
