Clayton's budget office wins GFOA distinguished budget presentation award

The mayor asked the council to recognize Budget Manager Todd Nolan. Nolan thanked the mayor and council and credited town staff for contributing to a budget document that met the GFOA's 27 required criteria, which he said reflect best practices in budgeting, reporting and transparency.
"I really appreciate, Mr. Mayor and council, the support throughout this process," Nolan said, adding that the award recognizes clear presentation of staffing, fund structure, capital projects and long-range financial plans. He noted the budget book includes organizational charts for every department and details on capital improvement plans and long-term debt projections.
Multiple council members praised Nolan and team for their work and for increasing public transparency. One council member noted the award reflects both content and the work behind the formatting and data that make the document useful to residents, department heads and council members.
Town leaders said they view the award as evidence the town is following best practices and that staff will continue to refine the budget book in subsequent years.
The recognition was presented as part of the council's regular meeting agenda; council did not take separate formal action on the award.
