The clerk said the change is intended to "maintain continuity, improve public access, and streamline internal workflows," and emphasized the shift is a technology change, not a change in meeting process or legal notice requirements.
Key milestones the clerk provided include: publishing agendas and minutes in CivicPlus starting with the current meeting; a public-records portal launch target of 04/01/2026; and a phased historical records migration to be completed by 06/30/2026. The clerk noted increases in public-records demand, saying public-records requests rose from 231 in 2024 to 313 in 2025 (about a 35% increase) and that more complex requests have lengthened turnaround times.
During council questions, the clerk said average turnaround has grown from an intended 10 business days to about a month and a half for complex requests and that attorney review is used where redaction or privilege concerns arise. The clerk and staff said new features (automated redaction and better search) should reduce manual workload and improve response consistency.
