Melton described five categories of changes: clarifying language to match the town's Unified Development Ordinance, fee adjustments, creation of specific inspection fees (including a new fee for urban archery set at $25), technical zoning adjustments and the removal of several map-printing and copy fees.
The presentation emphasized that some fees discussed previously by the council, such as system development charges for water and sewer, are separate and continue to increase on a previously adopted schedule tied to the annual budget. Melton said the amendment primarily reorganizes and clarifies language and creates specific inspection fees for group homes and foster-care inspections that had previously fallen under generic trade inspection categories.
After the public hearing produced no speakers, an unidentified council member moved to adopt "ordinance 20 20 six-one-one," a second was recorded, and the council voted to adopt the ordinance; the mayor pro tem declared the motion carried.
Key clarifications in the adopted amendment include changing stormwater plan-review language from "per acre" to "per disturbed acre," explicitly including consultant fees in certain resubmittal fees, splitting a prior "temporary permit" category to create a distinct urban archery permit with a $25 fee, and removing some map- and copy-related charges from the fee schedule.
