Deputy Chief (Speaker 8), presenting the plan, said the document "identif[ies] risk and vulnerabilities associated with natural and man made disasters, develop[s] strategies to reduce those risks and increase community resilience from future disasters." Staff recommended adoption to protect the town and strengthen its ability to compete for mitigation grants.
Councilmember (Speaker 6) made the motion to adopt resolution 2026-01; the motion was seconded and carried by voice vote. Council did not request amendments during the meeting.
Adopting the plan keeps Clayton aligned with surrounding jurisdictions that participate in the Cape Fear regional planning process and preserves access to federal mitigation funds that may be needed after a disaster. The deputy chief said jurisdictions update such plans every five years and the council’s action conforms with that schedule.
The council’s next procedural step is implementation of identified mitigation actions and monitoring for grant opportunities; staff did not provide a specific schedule for project-level funding applications at the meeting.
