The Board of County Commissioners adopted a resolution establishing fees for Development Rights and Responsibilities Agreements (DRRAs). Staff had reviewed Frederick County and other comparables and recommended round numbers intended to cover staff time: $500 for an application fee and $3,000 for processing. After discussion about administrative burden and whether the county should charge more, a commissioner moved a revised proposal to set the processing fee at $5,000; the motion passed.
Staff explained the fees are intended to offset senior‑staff review time, legal review and multiple briefings to commissioners and planning commission. The $5,000 processing fee reflects expected staff hours and meetings required if an application is accepted for negotiation.
The resolution creates a transparent fee schedule for DRRAs going forward and staff said fees will be revisited periodically if the actual workload proves higher than estimated.
