The Bulloch County Planning & Zoning Board voted to recommend approval of a conditional-use request from Timothy Marsh to allow private and public functions at a property on Stilson Leafield Road.
Mary, the planning staff presenter, said the proposed facility is located in East Bulloch County in a rural neighborhood character area and that staff recommends approval with the conditions listed in the staff report.
Timothy Marsh, the applicant, described hosting family gatherings at his property for years and said the back acreage is cleared and can accommodate several hundred guests. "I could probably park 400 people back there if I need to," Marsh told the board, and added that typical events average about 100 attendees. He said he plans to rent portable restrooms for large events and has widened entrances and driveways to allow emergency-vehicle access.
Board members questioned cutoff times for amplified sound, waste handling and restroom capacity; Marsh said events typically wind down by 9–9:30 p.m. and that he respects the county's 10 p.m. noise ordinance. He also said he has used a dump wagon to haul trash to the landfill but will place containers on concrete pads if required by the conditions.
A motion to recommend approval with the stated conditions passed; the clerk recorded one boardmember in opposition. The recommendation will be considered by the Bulloch County commissioners at a Feb. 3 hearing at 5:30 p.m.
