Local public commenters tell Bulloch County commissioners they’ve filed affidavits alleging unconstitutional charging practices and child‑removal profiteering

At the start of the Feb. 3 meeting, three public commenters told Bulloch County commissioners they had submitted legal notices and affidavits alleging constitutional violations in local criminal and family courts.

Bobby Bradley, identifying himself as a civil rights activist, said he served "public notice" to the board and said state practice of charging by information rather than indictment is unconstitutional. He described a family matter involving an unlawfully arrested relative and urged commissioners to uphold the U.S. Constitution.

Tanawa Downing (identifying as a civil rights advocate and litigator) cited federal statutes including Title 18 offenses (deprivation of rights under color of law and conspiracy to deprive rights) and said he had thousands of criminal affidavits from people charged by information in Georgia; he said his group provided affidavits and urged the board to review them.

Jessica Saxton, also identifying as a civil rights advocate, said she provided affidavits alleging similar issues in juvenile and family courts, described financial incentives tied to Title IV funding when children are placed in state custody, and urged reporting to federal authorities, including the FBI.

The board received the presentations; no formal action was taken during the meeting on the affidavits. Chairman David Bennett acknowledged receipt and the speakers said they would provide contact information and evidence for staff review.
