Planning board recommends rezoning for 9.49-acre seniors care site on Russian Road

The Bulloch County Planning & Zoning Board on Tuesday recommended approval of a rezoning request for nearly 9.5 acres on Russian Road to allow a congregate personal care home.
Mary, the planning staff member who presented the item, said Rent Ventures seeks to rezone the parcel from R-40 (40,000-square-foot residential lots) to General Commercial to permit the proposed senior-care facility. Staff recommended approval with conditions included in the staff report.
William Webb, agent for Rent Ventures, told the board the project would connect to the City of Statesboro for water and sewer and that the developer has been in discussions with City staff. "We do plan on...attain[ing] water and sewer from City of Statesboro," Webb said, and added that conversations have taken place with City staff.
Webb also gave the board an operational estimate for traffic, saying the proposed facility would generate an estimated 50 to 70 vehicle trips per day.
Board members and engineering staff discussed right-of-way needs near a nearby roundabout and cited a GDOT count of about 6,000 vehicles per day on Burke (last measured in 2024). Planning and engineering staff said the submitted diagram ties to a recommended condition requiring right-of-way conveyance to accommodate future intersection improvements.
The board added a condition requiring the applicant to file a conceptual site plan within two years to demonstrate progress on the project; planning staff said the specific wording would mirror existing rezoning procedures and could be drafted from prior PUD text. Without such progress, staff advised, the property could be petitioned to revert to R-40 through the county's rezoning procedure.
The motion to recommend approval, including staff conditions plus the two-year filing requirement, passed unanimously. The recommendation will be considered by the Bulloch County commissioners at a final hearing scheduled for Feb. 3 at 5:30 p.m. in this room.
The board did not take final action; the county commissioners will make the final decision at the Feb. 3 meeting.
