Bulloch County commissioners approve EMS equipment, multiple road contracts and task orders; FEMA reimbursements update provided

Bulloch County commissioners heard an emergency management update on disaster recovery funds and approved several procurement and construction actions during a regular meeting.
Corey Kemp, the county’s director of emergency management, told the board FEMA has obligated three previously pending CRC projects and that most non-highlighted projects are closed or paid. Kemp said remaining work includes ditching and road repairs, and that he will seek routine 12-month extensions for project periods of performance that otherwise expire in March.
On purchases and contracts, the board:
- Approved a sole-source purchase of three ZOLL Zenix cardiac monitors from ZOLL Medical Corporation for $155,206.08 to replace older monitors; the motion carried unanimously after staff noted the county budgeted $140,000.
- Approved a $20,250 task order (FY26ROWE08) with on-call consultant JMT for right-of-way acquisition affecting four parcels for the Country Club Road culvert replacement project; the task order will be funded with T-SPLOST funds and passed unanimously.
- Approved a $20,828.35 change order with Sims Paving and Construction LLC to address field conditions on the register fire station project (move generator and LP tank, install AC units and sidewalk work); the board approved the change order unanimously.
- Authorized a $42,500 contract with Peyton Dawson Engineers to design approximately 1,800 linear feet of Anderson Cemetery Road through Cornerstone Pointe subdivision; the motion passed 5–1.
- Awarded a $214,913.05 construction contract to Sims Paving and Construction LLC for a right-turn deceleration lane from State Route 67 onto Anderson Cemetery Road after soliciting quotes; commissioners approved the low quote on a 5–1 vote.
County engineer Ron Nelson provided a Cypress Lake Road update: geotechnical borings were completed, procurement for a contractor is expected in April 2026, construction would take about 15 months and the roadway could reopen in August 2027. Nelson said a full bridge replacement was chosen because the existing structure was rated for eight tons and was already impassable for school buses.
Staff reports covered internal insurance renewal work, a January discussion about septic waste handling, continued EMS hiring for a new Stilson station and an interim lowering of some hiring standards to allow new hires time to become certified. The board closed with community remarks, condolences for a Stilson house fire, holiday wishes and a motion into executive session to discuss real estate under OCGA fifty-fourteen-three B1B; the chairman said he did not anticipate action after the session.
