Commissioners approve rezoning and conditional use for contractor office on Highway 67

The Bulloch County Board of Commissioners voted unanimously Nov. 18 to rezone about 2 acres on Georgia Highway 67 from AG‑5 agricultural to Highway Commercial and to approve a conditional use allowing CS Bunce Enterprises LLC to operate a contractor office there.

Staff described the parcel as the northeast corner of a larger lot south of Statesboro and said the Planning & Zoning Commission recommended approval with conditions. Agents for the applicant, including Louis (Lewis) Spivey and Matt Anderson, told commissioners the company performs concrete resurfacing (not concrete mixing) and will not conduct noisy batch‑plant operations or store bulk materials on site. Anderson said the well and septic will be sized comparable to a single‑family dwelling and that the applicant accepts staff’s recommended conditions, including screening for any outdoor storage.

Commissioners asked about case‑specific conditions such as screening and limiting outdoor storage. Planning staff said the conditional‑use process allows the board to impose site‑specific conditions, and staff reiterated condition language requiring screening of outdoor storage when applicable. A motion to approve the rezoning with conditions carried unanimously. The board also approved the conditional use for the contractor office at the same meeting with the recommended conditions.

The approvals allow the applicant to proceed to site permitting and any required Department of Transportation entrance permitting for the Highway 67 access; staff noted DOT may alter the driveway configuration during its permitting process.
