Fiscal court approves surplus items, personnel moves, and budget transfers in Dec. 3 vote

FRANKFORT, Ky. — During its Dec. 3 voting session, the Franklin County Fiscal Court approved a slate of routine and project-related items, including surplus declarations, budget adjustments and personnel actions.
The court authorized the sheriff to surplus three vehicles (two Dodge Chargers—2012 and 2015—and a wrecked 2023 Dodge Durango) for sale or trade and approved surplus and trade-in of older department firearms to help fund purchases of new Glock 35 handguns and related optics and ammunition. The sheriff explained the 2023 Durango was returned by the insurer and will be salvaged for usable parts before disposal.
The court also approved awarding a sole-bid contract for architectural services for the courthouse to JRA Architects (staff and the selection panel recommended moving forward; AOC approval is required), approved surplus equipment and vehicles on GovDeals, and passed budget transfers for fiscal year 2025–26 that included a fire-department reallocation to address hydrant work and overtime needs.
Personnel actions included authorization to hire Alexander Smither as a part-time seasonal light equipment operator/driver and promotion of John Bondrick to assistant road supervisor. The hire of Alexander Smither was approved by roll call with the following recorded votes: Squire Sebastian—Yes; Squire Blackburn—Yes; Squire Dicus—Yes; Squire Harris—Yes; Squire Tanner—Yes; Squire Wissman—Yes; Judge Mueller—Yes.
Other routine business: the court approved minutes from Nov. 19, received the treasurer’s report and tabled agenda item 5 to the Dec. 18 meeting. The meeting also included discussion of a multi-department opioid planning effort and community event announcements.
