Franklin County Fiscal Court voted on Sept. 10 to award the Clerk’s Office fire-panel upgrade to Landmark Sprinkler after receiving presentations from competing bidders. Facilities staff described two bids: Johnson Controls recommended replacing only the panel after testing existing devices, while Landmark’s bid included new devices throughout the building plus a one-year monitoring subscription.
Facilities presenter Greg summarized his assessment: “In my opinion, I think Landmark is the better bang for your buck because we're getting all new devices throughout the building.” Court members asked about device age and whether the RFP required device replacement; staff pointed to bid specifications and a pre-bid meeting and said Landmark’s package included more comprehensive replacement of devices at an incremental cost (discussed on the record as about $22,040 for Landmark’s approach).
The court approved awarding the bid to Landmark Sprinkler in the voting session. Staff said the Landmark package included both equipment replacement and initial monitoring, and budget officers indicated the expenditure fits within the current budget.
Next steps: County staff will execute award documents with Landmark and coordinate scheduling and device testing before installation.
